The Health Quality & Safety Commission is looking for a health care consumer to join the atlas steering group (ASG). Applications are sought from individuals that can work with the Commission and consumer networks to provide a consumer perspective to the Atlas of Healthcare Variation work programme.

The Atlas of Healthcare Variation highlights variation by geographic area in the provision and use of specific health services and health outcomes.

The atlas is designed to prompt debate and raise questions about health service use and provision amongst clinicians, users and providers of health services about why any differences exist, and to stimulate improvement through this debate.

Terms of appointment

Atlas steering group members are appointed for one year and membership is reviewed annually.

The role
  • Advocacy for the consumer perspective and remind other members what is at stake.
  • Bring consumer perspective into choice of atlas topics.
  • Help ensure the atlas is useful for consumers.
  • To advise and support design which is understandable by the community.
  • Connections with other networks. It is important for consumer reps to be linked with to a broader range of health consumers so they can be informed of their experiences in addition to their own.
  • To consider how the atlas can be used by clients to understand health services in their locality and to inform district health board service planning.
  • To consider the impact of health services on clients.
Terms of reference

The steering group meets for two hours approximately seven times per year. The remaining meeting dates for 2015 (10am–12pm) are:

  • 2 April
  • 14 May
  • 6 August
  • 17 September
  • 29 October
  • 10 December.

The level of attendance fees will be set in accordance with the State Services Commission guidelines.

Selection criteria

The following criteria will be used by the Commission to assist in the selection a suitable applicant.

  1. Interest in and a passion for the Atlas of Healthcare Variation project.
  2. A reasonable knowledge of the structure of the health system and quality and safety in health in New Zealand.
  3. Understanding of some of the population health issues and inequities that New Zealanders face.
  4. Demonstrated effectiveness in representing the interests of health care consumers generally, or particular groups of health care consumers.
  5. Links to consumer or other relevant organisations which would allow the member to canvas the views and perspectives of the other consumers and convey current health care quality issues of concern to the ASG.
  6. Basic computer literacy (all correspondence is sent by e-mail) and some ability to interpret health data tables, graphs and statistics.
  7. Previous board/committee experience.
