- The CEO updated the members in relation to the commissioning role of the Commission and the ongoing engagement with the Transition Unit. The Commission is advising to prioritise integrating Te Tiriti o Waitangi and equity, quality and safety, and consumer engagement. The Commission is also preparing advice to the Minister about its future role.
- The chair and Ahuahu Kaunuku shared their experiences and challenges following since the June 2021 hui. Ahuahu Kaunuku is more involved with the commissioning work focusing on Te Tiriti o Waitangi, consumer engagement and clinical governance.
- An update was provided on the review of the national mortality review function. The secretariat are finalising talks with a provider to conduct the review. The review will be conducted from first principles and will focus heavily on Te Tiriti o Waitangi and Māori data sovereignty in particular. While the review is being run, the secretariat will complete only essential functioning to support the committees.
- Te Rōpū members discussed the proposed Terms of Reference (ToR) update. The members discussed whether Te Tiriti o Waitangi should be explicitly stated in the ToR, and whether the Ministry of Health’s Māori Health Action Plan: Whakamaua should also be explicitly referenced in the document. The members also discussed how Te Rōpū Māori will fit under the proposed changes to the Commission’s accountability and role. Finally, members discussed the extent of their function and role, and whether this should be strengthened. Ahuahu Kaunuku will make some suggested changes based on the feedback and return to the members of Te Rōpū Māori outside of hui.
- An update was provided to Te Rōpū about the draft code of expectations for consumer and whānau engagement. The members provided feedback about the draft document with a particular focus on the entrenchment of whānau-centred care, in preference to patient-centred care. It was suggested to change the tone of the code to be more active, for example, replacing ‘values’ with ‘actions’. The Commission will return to Te Rōpū Māori after further engagement and feedback has been provided.
- The members discussed the development of the Māori Health Authority, and the relationship of the Māori Health Authority with the Commission. Iwi partnerships in particular were discussed. It was agreed that this would be a regular agenda item.
- An update was provided on the successful launch of the advance care planning resource ‘Whenua ki te whenua’.

- Te Rōpū shared a meeting with the Commission’s consumer advisory group (CAG) in the morning. Presentations were given about the Commissions’s response to the increased responsibility in the Minister’s expectations. An update was also provided on the Te Ao Māori framework and the partnership between Ahuahu Kaunuku and the Partners in care team.
- Te Rōpū members and the chair shared their individual experiences and challenges following since the April 2021 hui.
- The members updated on the work they have been doing since the April 2021 hui with focus on workforce development, housing, decolonisation, mental health and addiction, and diabetes. The Commission’s Health Quality Intelligence team will organise a meeting relating to the discussion on diabetes.
- The CEO updated the members in relation to the expanded role of the Commission in the health sector reform agenda. The Commission will have a greater focus on the consumer and will work to become a central agency of knowledge and learning about quality and safety.
- The members discussed the recently announced health system reforms with particular focus on the Māori Health Authority, consumer fora and the Te Tiriti o Waitangi approach.
- An update was provided on the Te Ao Māori framework and the members were asked for their input on the implementation of the framework. A tohunga external advisory group has met and have accepted the central concepts. The team will update Te Rōpū again in the next hui and ask for more feedback. Ahuahu Kaunuku is working on developing measures with the Commission’s Health Quality Intelligence team.
- Te Rōpū members provided feedback about the framework concepts and their thoughts about how to implement it. There was considerable discussion on whether the central concept should be wairuatanga or patuitanga, but the members were broadly in favour of the central concepts as they stood.

- Members were asked to review the future role of Te Rōpū in the Commission as recently meetings had regularly low attendance.
- The Commission began discussions of the recently announced health system reforms. It seems the Commission will perform a larger role in quality and safety in the health sector which makes the role of Te Rōpū Māori more important. The Commission has been asked to review from first principles the mortality review and the board is discussing this.
- Te Rōpū more widely discussed the health reforms for the sector. While raising specific concerns about certain aspects, there was broad support for the proposed reforms.
- Members updated on their experiences of the COVID-19 immunisation rollout. Chief among the concerns was the lack of communications that had been set up for Māori regarding the immunisation programme and vaccine.
- An update was provided on the te ao Māori framework. It is founded on Te Tiriti o Waitangi and will influence policy. The team is currently working on developing the implementation guide. A tohunga external advisory group has been established and will review the work done. Te Rōpū provided specific feedback about some of the details in the document. The team will update Te Rōpū again in the next hui.
- An update was provided about the Māori health outcomes team. It is now named ‘Ahuahu Kaunuku’. The Commission has also been gifted a mauri stone.
- The health system quality dashboard with equity views was launched on 12 February 2021 with no media attention.

- Te Rōpū members shared their individual experiences and challenges following since the November 2020 hui.
- Stephen McKernan discussed the Board the Health and Disability System Review and the role the Commission would play in the future. The Commission is producing a think piece to detail where the organisation sees itself.
- An update was provided on the te ao Māori framework. A tohunga external advisory group has been established and will review the work done at the end of March. There will be more hui with providers in the meantime. The team will update Te Rōpū again in the implementation stage.
- An update was provided on the Commission Whakarite project. Commission staff have all completed Te Tiriti o Waitangi training and are now working towards action and meaningful change within the Commission by building strong partnerships.
- The Māori health outcomes team is writing a summary of all the work done in the Commission towards building partnerships. The rōpū discussed the role of the Commission as a Crown agency in building partnerships and ensuring manaakitanga.
- Te Rōpū was introduced to the resilient health care work. Some of the main themes include adaptability, responsiveness and rethinking the health care system in human terms. Many of the principles align well with te ao Māori.
- The health system quality dashboard with equity views will be launched on 12 February 2021.

- Te Rōpū members shared their individual learnings and challenges following COVID-19.
- The Māori community’s response to COVID-19 was strong and providers connected with their communities. Services had to change to virtual platforms. The community continues to be impacted.
- Commission staff supported other agencies during the early stages of COVID-19.
- Training sessions for Commission staff on Te Tiriti o Waitangi have been well received.
- An update was provided on the Te Ao Māori framework. The Commission is partnering with the Ministry of Health on the Health Equity Assessment Tool review.
- Advanced care planning provided an update following the resource My advance care plan & guide being updated.
- Te Rōpū members were introduced to the Te Ao Māori QI Framework, the whakapapa of the project, the wānanga process and the engagement strategy. The rōpū provided feedback and suggested a Te Tiriti o Waitangi framework would work better.
- The chief executive’s report was accepted.

- Te Rōpū members shared their individual learnings and challenges following COVID-19.
- There have been increases in funding to Kaupapa Māori services in response to COVID-19 but there were concerns about how this funding would be distributed. There are also implications for how mental health & addiction services are funded.
- The chief executive’s report was accepted. The Commission is focusing on its deliverable of embedding Te Tiriti o Waitangi into all its work.
- Te Rōpū were introduced to the Patient Experience Survey cultural safety questions. The rōpū provided feedback on the recommendations made and suggested some changes to the wording. The rōpū was asked to provide contact details of other Māori academics who could review the changes.
- An update was provided on the Te Ao Māori framework. The Commission working group has been developing its process and preparing for the engagement phase.
- Te Rōpū agreed that the Te Ao Māori framework would be included as a regular update item in their future meetings.
- The minutes of the 30 July 2020 meeting were not accepted as a true and correct record as there was not time to complete this action. There was a standing request for members to the review the minutes and forward any feedback to the Commission.
- Post meeting note: the 30 July 2020 minutes were reviewed by the Chair and accepted. A reminder to review was distributed to the members but no other feedback was received in the time frame so they were presumed accepted.
